Every two years, the Western Australian Electoral Commission conducts the State's largest and most complex print and mail operation - the local government elections.The last election involved printing over 4.3 million articles and inserting them into over 930,000 mailing packs. Each pack carried a unique barcode as a check against electoral fraud. 55 individual councils and 189 separate wards (each requiring a different mail pack) all added to the complexity of the project.

After nominations close, there are only 22 days to gather the candidates' profile information, provide proofs, print and mail to electors. Failure to mail on time could invalidate an election. And inserting the wrong component in any pack would be an electoral disaster. The WAEC needs an integrated service provider with strong pre-press, printing and mailing capacities. Zipform is the only WA company which has this in-house capability. Add to this our approach to risk minimisation and project management and you have a winning formula.

To handle the most difficult and complex print and mailing project in WA, Zipform assigns a full time project manager. Planning starts 3 months ahead of the delivery deadline when we set up a working party with the WAEC to monitor progress. This proved to be a major factor in the project's success. High speed inkjet addressing, large volume printing, and mailing up to 7 inserts per pack were just some of the production tasks required. To achieve the strict mailing deadline, Zipform operated 24 hours a day for 15 days.
